Maryann, It might be that that class is only generated if you’re running tests, yet the (new forbidden-APIs plugin tries to check it anyway. Maybe you were running “mvn clean package -DskipTests” or similar?
To be clear, I do think you’re hitting a bug, but it probably only happens with particular combinations of targets/flags.
