You don’t need permission to contribute. If you wish to contribute code, submit a pull request to https://github.com/apache/calcite/pulls <https://github.com/apache/calcite/pulls>. A committer will review the change, perhaps ask for modifications, and commit it to the git master branch. If it’s a larger change, log a JIRA case first and discuss what you plan to do before you start doing it.
Based on merit, the PMC appoints people committers, usually after a few successful contributions.
