This is because the option is only available to people with the Administrator role. It seems counter-intuitive, but according to the JIRA documentation, you need to be an administrator to do this: https://confluence.atlassian.com/jiracoreserver073/editing-multiple-issues-at-the-same-time-861257342.html

I've given you the administrator role on JIRA, so the option will be available when you want to make a bulk transition next time.
