[CANCEL] [VOTE] Release apache-calcite-avatica-go-4.0.0-rc0 (release candidate 0)

The vote for apache-calcite-avatica-go-4.0.0-rc0 has been cancelled as 
there was a bug in Avatica 1.14.0. As Avatica 1.15.0 will be released 
soon to fix this bug, it makes sense to delay apache-calcite-avatica-go 
slightly and test against Avatica 1.15.0 when it's released.
