Opening a JIRA account is not project specific thus there are no
instructions on the website of Calcite.

Regarding licenses you can find the necessary information in the Apache
website [1].

For convenience, I outline below the most relevant parts.

"The ASF desires that all contributors of ideas, code, or documentation to
any Apache projects complete, sign, and submit via email an Individual
Contributor License Agreement (ICLA)."
...
"A signed ICLA is required to be on file before an individual is given
commit rights to any ASF project".

The way I interpret the above is that is good (but not obligatory) for
every contributor to have a signed agreement and it is strictly necessary
for committers.
