Personally I find it confusing if people’s emails, github and JIRA handles are 
not similar to their name. I like to get to know the people making 
contributions, but with the community growing rapidly it’s difficult to keep 
track if the handles are very dissimilar.

From a legal perspective, we need to make sure that the person submitting the 
PR is the same as the person who wrote the code. If GitHub and email addresses 
are dissimilar this committers have to make a judgment call whether it is the 
same person.
