Currently Sonar check fails when it detects problem in a PR or master branch
based on the current configuration of quality gates. The reviewers are free to
enforce/ignore the error at will but given that errors in CI may be interpreted
differently by people they should be disabled for the moment.
The goal of this ticket is to add a new empty [quality gate in
Sonar|https://sonarcloud.io/organizations/apache/quality_gates/] specific for
Calcite that never fails no matter what Sonar detects.
