Add TO_HEX and FROM_HEX functions (enabled in BigQuery library)
* TO_HEX: Converts a sequence of {{BYTES}} into a hexadecimal {{{}STRING{}}}.
* FROM_HEX: Converts a hexadecimal-encoded {{STRING}} into {{BYTES}} format
