If it's a standard github runner there is probably not much that can be done.
I was assuming that the Apache foundation has its own runners somewhere.

I think it's the macOS runner using the M1 processor [1] as the job is
using "macos-latest". Maybe it's slower due to using the M1 processor vs
a more traditional Intel processor.
