*​​Current Limitation:​​*
Quidem tests currently only support configuring rules for the Volcano planner 
via !set planner-rules, lacking:
* Customization for HEP planner rules
* Simultaneous configuration of HEP and Volcano planner rules
​​*Proposed Solution:​​*
Introduce two new configuration directives:
# ​​!set hep-rules​​ - Configure rules specifically for the HEP planner
# ​​!set planner-rules​​ - Configure rules specifically for the Volcano planner 
(keeps the current planner-rules)
This enhancement will provide more flexible and precise control over rule 
configuration in test scenarios.
