Hi Christian,

CXF implements it's own JSR250 processor to handle the bus injection. 
Spring will start  it's own JSR250 implementation, when you activate 
<context:annotation-config/>.

Do you have any specify reason to use the <context:annotation-config/> ? 
If so , we may need to fix it from CXF.
