The stepwise is the behavior used in Camel 1.x and frankly we should have used
all the time.
Just that in 2.0 we optimized this to avoid doing any CD commands. But as said
on the mailing list, this doesn't work well with all FTP servers which expect
you to traverse the folders using CD, in a stepwise manner.
