Move cxf dependencies to separate "feature" to make override possible

Currently, all the cxf deps (and the cxf-bundle) are direct deps of the
"camel-cxf" component. It would be good (until CXF releases 2.4.2 which has
obr support) to move those to a separate cxf feature and have camel-cxf depend
on that. The camel-cxf can also then use a version range to pick up the "cxf"
feature so it will work with the features.xml that CXF provides OR use the
camel provided one if needed.
