The reverse argument could also be made:  shouldn't Karaf automatically exclude 
all the API's from bundle 0 that are known to not work correctly within OSGi?   
JAXB, JAX-WS, activation, mail, StAX, etc...    Maybe even have Karaf provide 
(start-level=10) bundles of those that DO work correctly?
