Create a Scheduled Batch Polling Consumer

It would be nice to have a scheduled batch polling consumer that will extends
the scheduled polling consumer and implement the batch consumer.
This will save quite some repeated code in a lot of components e.g.
(file,jpa,sqs,jclouds,krati etc).
