No, you should be able to subscribe from any e-Mail address you like. It works for my Gmail address... But you cannot send mails to this list which doesn't come from apache.org. The reason is to only have the JIRA notifications, coming from j...@apache.org, in this mailing list. You should use the user@ or dev@list for questions/proposals/...
