Put simply, the only folks it affects are those doing releases. Instead of copying releases to people.apache.org:/www/www.apache.org/dist/camel via scp or similar, you will need to commit them to special SVN repository using your normal Apache credentials. Since it's svn, you would do that all from your local computer, no need to login to people.apache.org.
