I just committed some changes to the site exporter that should record that the
main index page has a {blog-posts} tag in it and if any blogs change (or are
added) it should automatically regenerate. That SHOULD remove the requirement
to force a rebuild of the whole site for the release announcements.
Next release manager: please pay attention to the builds after adding a blog
entry to make sure this actually works. :-)
