Hello, Basically the binding vote are reserved to the Apache Project PMC members
https://www.apache.org/foundation/voting.html#binding-votes Community members are encouraged to vote, but their vote is non-binding and considered as an advisory. When the Vote result will be published there will be a distinction between binding and non-binding votes, that's why I usually report and answer if something is wrong.
