Summary: support generate global dictionary from the local
dictionary files

Users can generate local dictionary files periodically through streaming tool,
and then it will triggers carbon to execute load task. Using local dictionary
files to generate global dictionary, which can help reduce the cost of
generating global dictionary and improve the load performance
