Even though user has added column as dictionary_include property. But since
column is high cardinality and due to auto high cardinality detect feature
dictionary is not generated for dictionary included column.
Expected behaviour is, regardless of high cardinality, if column is included in
dictionary_include, then dictionary should be generated.
