That would be hard to do given JIRA's data model but we do care about
availability--we run Cassandra for other systems! (I manage one of them.)

And, for what it's worth, we're working with the ASF's infrastructure team
to try to remedy this. We need some more information to go forward but I'm
confident we can fix whatever's going on. :)
