Hello Cassandra Devs, With Josh McKenzie's suggestion, I am posting my request for a code review here. For context, https://issues.apache.org/jira/browse/CASSANDRA-20984 is a bug-fix which addresses a reported issue and bug in https://issues.apache.org/jira/browse/CASSANDRA-19218. I've written a test (StreamingTest) that reproduces the bug. I have tests + patches for Trunk/5.X/4.1 branches. I incorporated the feedback @Stefan Miklosovic <https://the-asf.slack.com/team/URT4NNM99> provided in the Jira. Can I please have another reviewer look at the fix?
