There is (1) which was created by INFRA, that PR is about restricting branches to be deleted as well as force-pushed to.
I am ok with inability to delete but I am not sure about the inability to force push. There were cases when something was merged by accident / the commits should not be there at all and in these cases ninja force-push seems to be very handy and restricting it is overkill imho.
