Thanks for chiming in everyone.

I've removed all proposals surrounding migration to github issues and also 
explicitly ruled out any migration of jira projects as a non-goal as part of 
this CEP. If we want to revisit the issue tracking workflow, be it to a unified 
jira project, github issues, or something else entirely, we can tackle that as 
part of a separate conversation.
