under certain configurations the following ends up with two contributing
actions:

with the following as the members of ApplicationUser
!image-2023-05-26-12-51-11-892.png!
Note the methodName "canRemove" of the second of these.
I think there's another ticket that will check that the method of a mixin
matches; so this ticket is simply to mark "canRemove" as programmatic.
