similar issue as CAUSEWAY-3490, in that entering an offset actually results in
the time changing but the offset unchanging.
In addition, although the offset shows as four digits (eg +0100), the offset as
entered is restricted to only two chars (eg +03).
In addition, it can be difficult to actually get focus into the field; the
datetime popup grabs focus and needs to be wrestled away.
