given the following action:
!image-2023-06-26-10-43-38-350.png!
in v1 the following is valid: !image-2023-06-26-10-44-07-625.png!
whereas in v2 I am currently required to specify all preceding N-1 params.
We should support both forms:, because it is more common to validate a single
param than to validate it in conjunction with others.
