We already have an export action, that generates a YAML from all users and
roles via the ApplicationSecurityDto.
We can add all tenancies to ApplicationSecurityDto and then allow for the
SecMan SeedUsersAndRolesFixtureScript to use such a YAML export for seeding.
This can be easily governed via a new config option that points to the YAML
file in the local file-system. If found use it, otherwise do the default
seeding.
