queries/downloads (safe semantics) should suppress command and execution 
publishing

mixins that change state (eg ApplicatoinUser_addRole) should explicitly 
indicate that command and execution publishing are NOT_SPECIFIED ... will in 
effect result in these being published as per configuration default.
