/opsx-propose Certain classes will be well-known/unlikely to be different in a
replay environment by virtue that they 'ref data'. For these classes,
instances of these classes can be used as either a target or action parameter
argument even if not on the dotted path.
Introduce an SPI that allows the consuming application to define whether an
entity can be considered as refdata or not. Allow there to be multiple
implementations of this SPI, consult each.
