General Preferences Panel - items misaligned

Just looked at the M4 "General" preferences panel. There are some visual
inconsistencies - its options are all misaligned. "Save Interval" and "File
Encoding" are aligned with each other. "Load last open project" checkbox is
shifted to the right, "Always delete items without a prompt" is shifted to the
right, but still not aligned with the previous option.
Also label capitalization is inconistent. We are capitalizaing all label words
in this panel and in other places. The last two options here are not
capitalized.
