Try this to ensure everything is built fresh and nothing is downloaded
from the repo:
rm -rf ~/.m2/repository/org/apache/cayenne/
mvn -o clean install

I still can't make it (even skipping tests). I'm getting the output
from the end of this post (not sure why it's trying to download it

Then, install it using the command:

Alternatively, if you host your own repository you can deploy the
file there:
