I also stumbled upon this issue myself last night when trying to
assemble 3.0-final. I followed up with WO developers and it turns out
that mdimension repo was moved to http://maven.wocommunity.org long
time ago, and now the old copy was finally taken offline. I will
update all the active tags and branches.
