In order to enable Javadoc / Site deployment at release (and by Jenkins), we
should have Maven deploy under:
https://svn.apache.org/repos/asf/chemistry/site/
This can be achieved via the svn or webdav wagon providers.
A test will be done at:
https://svn.apache.org/repos/asf/chemistry/site/branches/maven-site-deployment-test
