[VOTE] Add the PHP Library for CMIS Web Services to the CMIS PHP Client project

Hi Apache Chemistry community,

A few days ago we received a new contribution to the PHP Client 
subproject.
The PHP Library for CMIS Web Services [1] would complement the current 
library that implements the CMIS AtomPub binding.


Should we add this contribution to the PHP Client subproject?
