Isn't this an edge case? The main purpose of a new type is to define 
additional properties.
An empty capabilityCreatablePropertyTypes is wrong for most of all 
repositories that support type creation. From a spec point of view a 
warning is more correct, though.

Currently the tck considers an empty capabilityCreatablePropertyTypes 
as a
failure.
Should that not be waring instead?
A repository could only allow creation of types without properties.
