TestRestAdaptor.java and OozieAdaptor.java are missing license file.
ChukwaConfiguration class is designed to read ChukwaConfiguration files. It
looks like ChukwaUtil does something similar but not exactly. I think it could
be optimized to use ChukwaConfiguration class to reduce some duplications.
