I'm not aware of any JavaScript based popup calendar that allows such a thing.
For the actual Click versions we depend on the 
http://code.google.com/p/calendardateselect/ library that does not have this 
possibility.

For this kind of functionality, IMO a much better approach is to extend the 
DateField with one more Select at the end (like the CreditCardField) where the 
user can choose the time zone on the "non-popup" part.
