Resolution: Won't Fix
The JavaDoc ANT task doesn't seem to respect the the proxy settings from the
other tasks: it requires extra handling like described in the link you provide.
Until ANT fixes this, the simplest solution would be to use that ANT_OPTS
settings when working behind the firewall.
