Easy-OCW currently uses Buildout and a bunch of outdated dependencies to
occasionally provide the user with a functioning environment for OCW
development. This could be greatly improved, especially if we drop Buildout and
stick with existing builds like Anaconda that greatly simplify a number of
steps.
