Lewis, I agree and thanks for bringing it up. As someone who has been around the project for a long time I am guilty of using the terms to mean the same thing.
The truth is they are no longer one and the same. OCW was extracted from the RCMES project, specifically the RCMET component, but after the migration to Apache OCW was refactored a lot and now JPL's RCMET uses OCW.
