In the latest ocw refactored code there is no concept of precipFlag.  In the 
new ocw implementation unit conversion is not handled at the lower levels of 
ocw.  My feel is in the future unit conversion should be handled by user 
scripts, cli, gui or other higher-level code.

If I hear no objections I will resolve this issue in 3 days.
