data_source folder on OCW has the local.py module which will read local netCDF
files. There is a list of time formats that are common for most of netCDF files.
I have encountered one netCDF file that has the time format as '%Y-%m-%d %H'
and is not in the current list and need to be added to support more netCDF
files.
