The tests causing this to fail are the ocw.data_source.dap tests. They rely
on www.opendap.org so they can hit an endpoint for a small example opendap
dataset. At the moment, the opendap website [1] is down. I've tested this
locally (both on master and the branch for this PR) and I'm getting the same
failure. I'm going to merge this since the URL change is clearly not the
culprit :D
