CLIMATE-500 Determine actions and address DRAT reporting output.
Hi Folks,
Please see PR for
https://issues.apache.org/jira/browse/CLIMATE-500
In particular please see the NOTICES file which acounts for all license
violations discovered as part of running DRAT on Paul's 0.4 RC#1.
This puts us in much better situation with regards to license compliance
awareness and of course release management policy I feel.
