At the moment we can't specify the elevation index when loading a dataset in
local.py. This can be problematic with datasets with a number of valid
elevation options. This was especially noticeable when working on CLIMATE-518.
We should add an optional parameter for dataset loading so a user can specify
an elevation index besides 0.
