    Description: Currently, OCW can subset data with given four vertices of 
rectangular boxes. In order to fully utilize high-resolution observation and 
model output, we need to provide data filtering based on shape files (ex) US 
states, major water basins and so on). This has been implemented individually 
by users, but it is time to incorporate this masking as a component of
