Description: utils.py needs a module detecting the maximum temporal overlap
from an input array of OCW datasets. Currently, there is 'get_all_temp_overlap'
in cli_app.py (was: dataset_processor.py needs a module detecting the maximum
temporal overlap from an input array of OCW datasets. Currently, there is
'get_all_temp_overlap' in cli_app.py)
