    CLIMATE-649 - Update CLI

    Updated: cli_app.py 
    - It is assumed that there is only one observation data
    - A critical bug has been fixed. Now time period does not have to be a 
multiple of 12.
    - Only two regridding options ('Observation' and 'User specified') are 
available in this new version. 
    - For calculation of metrics and drawing a plot use external package, CLI 
calls example_package.py
    
    Added: example_package.py
    - supports two options: Map_plot_bias_of_multiyear_climatology and 
Taylor_diagram_spatial_pattern_of_multiyear_climatology

You can merge this pull request into a Git repository by running:
